What is DSAC’s Mission?
Our purpose is to offer support and promotion of quality activities, provide public relations and fundraising/scholarship support. Disabled Services Advisory Council, Inc. (DSAC) is a non-profit advisory organization to Therapeutic Recreation and AgeWell Services.

Officers
Eleanor Tamayo
Eleanor Tamayo has served on the DSAC Board for several years. Prior to corporate retirement, Eleanor was an Outreach Advisor and Programs Manager specializing in Senior, Special Needs and Income-Disadvantaged assistance in San Diego County.
Betty Templeton
Vice Chairperson
Betty Templeton has served on the DSAC board for over 20 years. She had a 43 year career working as a recreation therapist in Behavioral health for Sharp Healthcare. She worked throughout Sharp Mesa Vista Hospital, including inpatient, outpatient and research. Her passion has always been to encourage social interaction and participation in leisure activities to improve quality of life. Now retired, she continues to bring her expertise and passion to the board.
Jeanette Alden
Treasurer
Jeanette joined DSAC in January of 2021. She has two siblings with developmental disabilities, the younger of which was a regular participant in TRS events for over 20 years. Professionally, Jeanette dedicated 16+ years to working with adults undergoing physical rehabilitation—first as an Occupational Therapy Assistant, then as an RN at the VA San Diego Spinal Cord Injury Unit. Jeanette is currently working as a bedside RN on a progressive care unit at the VA San Diego.
Meagan Nuñez
Meagan was born and raised in the College Area of San Diego, CA and graduated from San Diego High School and UC Santa Cruz. Meagan worked as an English as a Foreign Language teacher in Mexico and later as a child development counselor at a local group home before going to law school. Meagan attended CUNY Law School, a public interest law school, as a Heywood Burns Fellow in Civil and Human Rights.
Board Members
Casey Simon
Casey Simon joined the DSAC board in January 2026. He is a special education teacher who has primarily worked with young adults with disabilities in transitions programs. Currently, Casey is an adjunct instructor within Disability Support Programs and Services (DSPS) at the San Diego College of Continuing Education. He teaches DSPS courses designed for adults with developmental disabilities and courses designed for adults with a brain injury as part of the Acquired Brain Injury (ABI) Program.
Luby Rosochacova
joined DSAC’s Board in 2025. She is the Chief Financial Officer at Options For All, where she leads finance, accounting, and strategic planning for a nonprofit serving adults with disabilities. With experience across both nonprofit and private sector organizations, Luby brings expertise in financial management, process improvement, and organizational growth. She is passionate about supporting inclusive communities and expanding opportunities for individuals with disabilities.
Dallin Young
Dallin has been involved with Therapeutic Recreation Services and AgeWell Services for over 15 years, working as a volunteer and recreation leader for many different programs during that time and has been on the DSAC board for 10 years serving in various roles. While away from TRS and DSAC, Dallin is a government affairs and policy professional and serves as Director of Policy for San Diego County Supervisor Joel Anderson.
